没有用的政府

　

马尼拉枪手门多萨曾是高级警官，他称因自己受到不公处理才劫持人质。

中国驻菲律宾大使馆对事件中被击毙的枪手门多萨棺木覆盖国旗一事表示强烈不满。菲方解释说，这是门多萨家人的私人决定。

流传在网上的照片显示，门多萨的棺木上摆放着他生前的很多奖状，覆盖有菲律宾国旗并端放着一顶警帽。香港媒体报道说，门多萨的尸体在验尸后被家人运回家乡，并身穿警服入殓。

中共驻菲律宾大使馆发表的声明对这一“令人不快”的做法表示“强烈愤慨”。门多萨的家人随后撤下了这面国旗。


军方援助遭拒
菲律宾军方说，他们曾向警方提出可以派出一个军方特别行动队，解救香港人质，但是没有被警方接受。
军方一负责人说，这个特别行动队装备精良，在美国受过训练，也有营救人质的经验。
菲律宾警察总长在参议院听证会上说，现场指挥官向他报告，警方特警部队足以应付问题，无须动用军方专门用以反恐的特别行动队。
与这次事件有关的另一发展是刚刚被换上来一天的马尼拉警区代理负责人维拉罗曼又被撤换。他的前任因人质事件被撤职。
警方没有解释二度换人的原因，但维拉罗曼承认曾和其他警员因1998和1999年两起香港人在菲律宾失踪事件受到起诉。但他辩称那是政治陷害。
